Implementing the Program on developing legal documents in 2025 of the Ministry of Industry and Trade, on May 15, 2025, the Ministry of Industry and Trade issued 05 Circulars as follows:

       1. Circular No. 26/2025/TT-BCT dated May 15, 2025 of the Minister of Industry and Trade detailing a number of contents on trade remedies measures, replacing Circular No. 37/2019/TT-BCT dated November 29, 2019 of the Minister of Industry and Trade detailing a number of contents on trade protection measures and Circular No. 42/2023/TT-BCT dated December 28, 2023 of the Minister of Industry and Trade amending and supplementing Circular No. 37/2019/TT-BCT;

       2. Circular No. 27/2025/TT-BCT dated May 15, 2025 of the Minister of Industry and Trade amending and supplementing a number of articles of Circular No. 14/2021/TT-BCT dated October 29, 2021 of the Minister of Industry and Trade guiding the implementation of the Free Trade Agreement between the Socialist Republic of Vietnam and the United Kingdom of Great Britain and Northern Ireland on trade remedies;

       3. Circular No. 28/2025/TT-BCT dated May 15, 2025 of the Minister of Industry and Trade amending and supplementing a number of articles of Circular No. 30/2020/TT-BCT dated November 26, 2020 of the Minister of Industry and Trade guiding the implementation of the Free Trade Agreement between the Socialist Republic of Vietnam and the European Union on trade remedies;

       4. Circular No. 29/2025/TT-BCT dated May 15, 2025 of the Minister of Industry and Trade amending and supplementing a number of articles of Circular No. 07/2022/TT-BCT dated March 23, 2022 of the Minister of Industry and Trade guiding the implementation of trade remedies in the Regional Comprehensive Economic Partnership Agreement;

       5. Circular No. 30/2025/TT-BCT dated May 15, 2025 of the Minister of Industry and Trade amending and supplementing a number of articles of Circular No. 19/2019/TT-BCT dated September 30, 2019 of the Minister of Industry and Trade regulating the application of special safeguard measures to implement the Comprehensive and Progressive Agreement for Trans-Pacific Partnership.

       All 05 Circulars mentioned above take effect from July 1, 2025, at the same time as the effective date of Decree No. 86/2025/ND-CP detailing a number of articles of the Law on Foreign Trade Management on trade remedies (replacing Decree No. 10/2018/ND-CP dated January 15, 2018 detailing a number of articles of the Law on Foreign Trade Management on trade remedies).

       The formulation and promulgation of new Circulars in the field of trade remedies is necessary to ensure the uniform and synchronous conformity of the legal system, solve problems arising in reality as well as contribute to the protection of the legitimate rights and interests of the domestic manufacturing industry, the reputation and legitimate interests of Vietnam's export enterprises.

       Along with that, on May 20, 2025, the Ministry of Industry and Trade issued 04 consolidated documents for the 04 amending and supplementing Circulars mentioned above, including:

       - Consolidated Document No. 06/VBHN-BCT dated May 20, 2025 of the Ministry of Industry and Trade: Circular guiding the implementation of the Free Trade Agreement between the Socialist Republic of Vietnam and the United Kingdom of Great Britain and Northern Ireland on trade remedies;

       - Consolidated Document No. 07/VBHN-BCT dated May 20, 2025 of the Ministry of Industry and Trade: Circular guiding the implementation of the Free Trade Agreement between the Socialist Republic of Vietnam and the European Union on trade remedies;

       - Consolidated Document No. 08/VBHN-BCT dated May 20, 2025 of the Ministry of Industry and Trade: Circular guiding the implementation of trade remedies in the Regional Comprehensive Economic Partnership Agreement;

       - Consolidated Document No. 09/VBHN-BCT dated May 20, 2025 of the Ministry of Industry and Trade: Circular regulating the application of special safeguard measures to implement the Comprehensive and Progressive Agreement for Trans-Pacific Partnership.

       The consolidated documents are promulgated in compliance with the current legal provisions on consolidation of legal documents, contributing to ensuring that the legal system is simple, clear and easy to use, and improving the efficiency of law enforcement./.
