The announcement further clarifies the primary responsibility for food recalls in cross-border e-commerce retail imports, effectively prevents food safety risks, and safeguards consumer safety.
Regarding Domestic Recall Entities for Cross-Border E-Commerce Retail Food Imports
The announcement specifies that cross-border e-commerce enterprises bear the primary responsibility for food safety in cross-border e-commerce retail imports. They are required to appoint a domestic food production or operating enterprise to carry out food recall work.
Strengthening Obligations of Cross-Border E-Commerce Enterprises
The announcement requires that when a cross-border e-commerce enterprise discovers quality or safety risks or incidents related to food, it must immediately cease sales, notify the appointed enterprise to recall sold food, and handle the matter properly. Recall and handling situations must be promptly reported to market regulation and other relevant departments.
Holding Cross-Border E-Commerce Platforms Accountable
The announcement requires that cross-border e-commerce platforms supervise enterprises to strengthen quality and safety risk prevention and control, and urge both the enterprises and their appointed enterprises to properly conduct recalls. For cross-border e-commerce enterprises that fail to take proactive recall measures, platform services will be suspended.
It is understood that market regulation departments will intensify recall supervision efforts. Cross-border e-commerce enterprises, appointed domestic enterprises, and cross-border e-commerce platforms that fail to fulfill their recall-related obligations will be dealt with strictly in accordance with laws and regulations, and relevant authorities will be notified to include them in credit management systems.
