Reference HS codes: 4412.31, 4412.32, 4412.33, 4412.34, 4412.94, 4412.99

The United States has imposed anti-dumping (CBPG) and anti-subsidy (CTC) duties on similar products imported from China.

In the first six months of 2025, Vietnam's plywood export turnover to the United States will reach 280 million USD, up 38.5% over the same period in 2024. Vietnam's turnover accounts for 33.4% of the total import turnover of similar products of the United States.

In June 2020, the U.S. Department of Commerce (DOC) initiated a circumvention investigation into all plywood products imported from Vietnam. After several extensions, the DOC issued a final conclusion of the case in July 2023. According to this conclusion, plywood products imported from Vietnam to the United States if the core uses peeled board imported from China is considered to evade the PV trade measures currently applied to plywood imported from China. Plywood from Vietnam, if it has a core using peeled boards produced in Vietnam or in other countries, is not considered to be avoided.

The DOC allows eligible Vietnamese exporters to participate in the self-certification mechanism to be excluded from the measure. Therefore, enterprises exporting to the United States that participate in the self-certification mechanism should note not to use peeled boards imported from China as raw materials for the production of plywood cores and keep records and documents of traceability of raw materials scientifically to prove to the competent authorities of the United States when there is an inspection request verify.

After a period of sharp decline due to the impact of the investigation into evasion of PV measures by the DOC, the export turnover of this product is on the rise again.

On June 11, 2025, as forecasted, the DOC will continue to initiate anti-dumping and anti-subsidy investigations on this export item of Vietnam. Currently, the case is still under investigation.
