The Ministry of Commerce issued an announcement regarding the adjustment of anti-discrimination measures against Canada.
On March 8, 2025, the Ministry of Commerce (hereinafter referred to as the "Investigating Authority") issued Announcement No. 11 of 2025, announcing the ruling of the anti-discrimination investigation into Canada's relevant restrictive measures against China and the adoption of anti-discrimination measures. Given the current change in circumstances, the Investigating Authority has decided to adjust the anti-discrimination measures. The relevant matters are hereby announced as follows:
Anti-discrimination Investigation
Pursuant to the provisions of Articles 7, 36, and 37 of the Foreign Trade Law of the People's Republic of China, on September 26, 2024, the Ministry of Commerce issued Announcement No. 40 of 2024, deciding to initiate an anti-discrimination investigation into restrictive measures such as additional tariffs imposed by Canada on imported electric vehicles and steel and aluminum products originating in China.
On March 8, 2025, the Ministry of Commerce issued Announcement No. 11 of 2025. In accordance with the relevant provisions of the Foreign Trade Law of the People's Republic of China and the Tariff Law of the People's Republic of China, anti-discrimination measures, including the imposition of additional tariffs on certain imported goods originating in Canada, were adopted in response to Canada's discriminatory measures such as imposing additional tariffs on relevant electric vehicles and steel and aluminum products imported from China.
Adjustment of Measures
Recently, China and Canada have formed an initial joint arrangement regarding the handling of relevant economic and trade issues. The Canadian government has officially announced a partial adjustment to restrictive measures such as the imposition of additional tariffs on steel and aluminum products imported from China. The Investigating Authority has determined that this falls under the circumstances described in points (i) and (iii) above, and has decided to make corresponding adjustments to the current anti-discrimination measures. The relevant anti-discrimination measure tariffs will not be imposed on certain imported goods originating in Canada. An additional announcement regarding the adjustment of the additional tariff measures will be made separately.
Response from the Ministry of Commerce Spokesperson
On February 27, the Spokesperson for the Ministry of Commerce answered reporters' questions regarding the adjustment of anti-discrimination measures against Canada.

Subsequently, the Ministry of Commerce also issued an announcement adjusting the anti-discrimination measures against Canada. Could you provide some information on this?
Answer: In accordance with the relevant provisions of the Foreign Trade Law of the People's Republic of China, the Ministry of Commerce initiated an anti-discrimination investigation into Canada's relevant restrictive measures against China on September 26, 2024, and issued a ruling announcement on March 8, 2025, declaring the adoption of anti-discrimination measures imposing additional tariffs on Canada.
To implement the important consensus reached by the leaders of the two countries, China and Canada have made specific arrangements for the proper resolution of economic and trade issues in areas such as electric vehicles, steel and aluminum products, and agricultural and aquatic products. Recently, the Canadian government officially announced a partial adjustment to its measures imposing additional tariffs on Chinese steel and aluminum products, among others.
This aligns with the circumstances under which China can adjust its anti-discrimination measures. China has decided that during the period from March 1, 2026, to December 31, 2026, the relevant anti-discrimination measure tariffs will not be imposed on certain imported goods originating in Canada. An announcement was made in accordance with the law on February 27, 2026, officially declaring the corresponding adjustments to the anti-discrimination measures against Canada.
China is willing to work with Canada, continuing to be guided by the important consensus of the two countries' leaders, to promote the healthy, stable, and sustainable development of China-Canada economic and trade relations.
