Ukraine imposes anti-dumping duties of up to 67.4% on Chinese re-exported goods

On 29 January 2026 Ukraine’s Interdepartmental Commission on International Trade published several findings that Chinese-origin steel products had been re-routed through Malaysia to dodge anti-dumping duties. Kiev will therefore levy the original Chinese AD rates on the corresponding Malaysian shipments, ranging from 32.6 % to 67.4 %.


   Steel fasteners   

Commission Decision AD-591/2026/441-01 (26 Jan 2026) – affirmative anti-circumvention finding on Chinese screws, bolts and nuts re-exported via Malaysia. A 67.4 % duty will be imposed on Malaysian product.
HS codes: 7318 15 68 90, 7318 15 82 90, 7318 15 88 90, 7318 15 95 90, 7318 16 92 90, 7318 16 99 90
Effective: 10 days after publication
Ukraine has applied AD duties of 32.47 %–67.40 % on Chinese fasteners since 29 Sep 2020.


   Coated carbon steel   


Decision AD-590/2026/441-01 – circumvention confirmed; 48.14 % duty on Malaysian coated carbon steel.
HS codes: 7210 70, 7210 90, 7212 40
AD duties on Chinese product have been 30.76 %–48.14 % since 13 Jul 2023.


   Silico-manganese steel wire   


Decision AD-592/2026/441-01 – 32.6 % duty on Malaysian silico-manganese wire.
HS code: 7229 20 00 00
Ukraine imposed 32.6 % AD on Chinese wire on 13 Jul 2023.


   Agricultural irrigation equipment   


Commission Decision AD-594/2026/441-01 opens an anti-dumping investigation on irrigation appliances originating in China, Turkey, UAE and Saudi Arabia.
