Pakistan announces a 20.47% tariff hike on a Chinese product!

       Recently, Pakistan’s National Tariff Commission issued a notice deciding to continue imposing anti-dumping duties on suspension-grade polyvinyl chloride (PVC) resin originating from or exported out of mainland China, South Korea, Thailand, and China’s Taiwan Province.


   The highest tax increase on China is 20.47%   


       Pakistan’s National Tariff Commission issued Notice No. ADC50/2016/NTC/PVC/SR-II/2025, affirmatively concluding the second sunset review of anti-dumping measures on suspension-grade polyvinyl chloride resin (Polyvinyl Chloride Resin-Suspension Grade) originating from or exported out of mainland China, South Korea, Thailand and China’s Taiwan region. The commission decided to maintain the existing anti-dumping duties unchanged and continue to levy the duties.

The measure takes effect on 8 June 2025 and remains valid for three years.

       The case covers products under Pakistani tariff heading 3904.1090, normally used to manufacture pipes and fittings, garden hoses, footwear, cables, films and sheets, composites, packaging, etc. The duty does not apply to PVC resin imported solely as raw material for goods that will be exported from Pakistan, nor to resin required for foreign-donor aid projects or other customs-exempt programmes.


   Multiple initiations of anti-dumping investigations   


       On 29 November 2016 Pakistan launched an anti-dumping investigation into suspension-grade polyvinyl chloride resin originating in or imported from mainland China, South Korea, Thailand and China’s Taiwan region.

       On 25 April 2018 the National Tariff Commission made an affirmative final determination, imposing five-year anti-dumping duties (based on C&F value) on the investigated product with effect from 13 June 2017, valid until 12 June 2022.

Following the first sunset review, Pakistan issued an affirmative ruling on 9 December 2023, continuing the duties for another three years:

  • mainland China exporters/producers: 3.44%–20.47%

  • South Korea: 4.00% and 14.97%

  • Thailand: 13.98%

  • Taiwan region: 16.68%

       On 2 June 2025 Pakistan initiated the second sunset review for the same origins, covering the investigation period 1 January 2022 – 31 December 2024.

       Suspension PVC resin is a thermoplastic polymer produced by suspension polymerisation of vinyl chloride monomer. Graded SG0-SG9 (ten types) under GB/T 5761-2006, its key specifications include viscosity number, volatile-matter content and apparent density. The product is a white powder, must be stored in a dry, ventilated environment and is widely used in industrial pipes, fittings, garden hoses, footwear, cables, films, sheets, composites, packaging, etc.
